Fetch the bank list before accepting a payout destination. Create a withdrawal with the destination bank code and account number, then verify the one-time password sent to the merchant business email.

The withdrawal OTP is tied to one withdrawal. Never reuse it for another request, and do not treat a submitted withdrawal as complete until its status is completed.
